PDS statement on the Kyoto agreement

As I understand this, it is a slogan, using the infinitives "verzögern" and
"verwirklichen" in their secondary meaning as imperatives. So it exhorts as
follows:

"No more delay in entry into international ties of climate protection!
Actualize [or "Realize" or "Make real and effective"] the  Kyoto protocol!"
"Verwirklichen" can mean to make real, but remember that the rood is in the
verb "wirken" which has no one-word English translation and means "to have
an effect on."
