Sounds defeatist to me. 'We' are better than many, but even so, there is no reason to refrain from agitation that tries to improve. Raising the issue in other countries arguably elevates it here as well. After all, I got you to talk about it.

In the U.S. the struggle may be more in the vein of raising practice to the level of what the law merely says, whereas in other places it starts with some acknowledgement in law. The direction is what matters.
