Yes, but that's not what led to impeachment charges. That came from the illegal leaking of the grand jury testimony, which was then made into trumped up perjury case. None of that has anything to do with the sexual harassment law, whatever its merits or demerits. Application of the sexual harrassment laws, even bent to their extreme and aided by several nearly unique perversions (including another VSOP Supreme Court decision, and a rare confluence of celebrity and national politics and massed enemy funds) were insufficient in themselves to make anything stick.
