"The International Monetary Fund Monday confirmed it had approved a $249 million stand-by loan for Yugoslavia in support of the government's economic program.

The approval of the loan came despite the objection of the IMF's single largest shareholder, the United States. Sources told Reuters earlier on Monday that the United States had voted against the loan, citing legal problems linked to inadequate cooperation with a war crimes tribunal."

"[Stanley Fischer, IMF first deputy managing director] urged [Yugoslavia] to stick to its program and push ahead with privatization and structural reform. He noted that the fiscal situation in Montenegro had worsened this year pointing to the need for ``strong corrective measures''".

Hmm..Isn't the US position an obstacle to free and unfettered trade?
