Affiliates versus Networks

I've been reading about how Nixon courted affiliates and local
broadcasters, initiating the process of deregulation for this bunch
and putting local news in the control of small businessmen. Now
affiliates and the major networks are in conflict again. The former is
complaining that the latter has gotten too much power over the tv
schedules of local communities. However, from what I understand, this
current Republican administration is on the side of the networks. Do I
misunderstand? If I don't, why the reversal?
