-Hmmm, I don´t know. If 56 billion is somewhat high, US$4 billion seems to -be very low. Soviet spending was more than US$200 billion (15% of GNP), so -4 billion is a 95% decrease and probably this budget is even inferior to -Brazil´s one (US$5 billion). However, comparison with former USSR is -somewhat troublesome, since many defense industries produced civil goods -and the reverse was also true (Angelo Segrillo- "The causes of USSR decline")
