What's S.V.? Silicon Valley? There's a lot of pricey bondage paraphernalia being bandied about lately. Thomas Friedman - the New York Times's house clown, as Doug accurately described him in LBO#96 - marvels at the paradoxes of the "Golden Strait Jacket" in his Lexus & Olive Tree best-seller. (It's the title of Chapter 5. According to Friedman, if the GSJ don't get ya, the "Electronic Herd" will!) It's his attempt to popularize the notions that the market must be cruel to be kind and enforce fiscal discipline. I'd guess these phrases are take-offs on "golden parachute."
