Personally, that's probably true. But unlike Clinton, Bush doesn't make the decisions in his administration. He just fronts for the people that do. And their instincts are completely the opposite. They intend to leverage their small majority as fast and as hard as possible to get as much as they can as soon as they can just in case it's gone in two years (or even when Jesse dies). Can you imagine Clinton using party-line votes, blitzkrieg floor maneuvers and legislative tricks to cut off debate to get through a single-payer health care plan in a matter of months while the iron was hot? If only.
