The NYT reports that Republicans are backing out of their promise to keep Medicare funds earmarked. And Dick Armey, instead of using the supposed surplus to begin coverage for prescription drugs, wants to use the money to fund giving corporations a tax break by letting them depreciate computer equipment in one year instead of three-five years now allowed.
