Perhaps, perhaps not, but it could well be _intended_ to humiliate workers. It has at least a slight resemblance to the technique a steel plant back in the '30s used for hiring 20 new workers. A manager stood on a ladder behind the barbed wire topped gate, beyond which were several hundred job applicants. He tossed out 20 brand new quarters. The 20 who won the scramble won the jobs. That has always been a favorite sport of ruling classes and their lackeys -- get the peons fighting among themselves. Example: cops picking up a gang member and leaving him off at night in the territory of a rival gang. And the lowliest lackeys will play the game. Supervisors in the Post Office are paid very badly and overworked. The only real reward the job offers is the opportunity to engage in various forms of torture. Many of them love to get the people they 'supervise' at each others' throats.
