A very high percentage of employees signed cards, but... the NLRB ruled that 
the former managers who had been demoted to hourly wage supervisors were not 
part of the bargaining unit. Some strong yes votes left the company between 
the filing and the election. Some fence sitters decided to vote no at the 
last minute. 

The regional managers literally danced on the sidewalk afterwards.
