It all depends. The University of Oregon, in its infinite wisdom, shut down its Education program during the budget massacre -- er, cuts -- of the early 1990s. But demand for teachers boomed, so they resurrected the place, and the grads are doing fine. So, no, it doesn't have to mean the end of the world. Probably the biggest factor is the state of the job market in the specific field; institutional capital probably matters more if you're sort of higher up on the totem pole.
