Your right, that is an important difference. I'm trying to figure out how, since cities usually are barred by law from setting independent minimum wage laws, which is why the whole living wage campaign across the country has focused on those businesses with government contracts.

Is there an innovation here because of government property tax rebates to the coastal neighborhoods or is it a symbolic law that they expect to have overturned?
