will 'the war' lead to quietism?

My 2cents:

The GOP's corporate sponsors are resisting textile liberalisation and the renegotiation of anti-dumping rules. There's a vote coming up in the House on granting the administration trade-promotion authority. If GOP sleazebags go with the lobbies, this could potentially mess up the trade round, although probably not as badly as in Seattle. The EU will see this as an excuse to resist agricultural liberalisation.
