I've been able to seperate S11 from the history that led up to it a couple of times and win some hearing for an understanding of the history.

Presenting the history as a 'grievance petition' that requires immediate hearing would resonate with a wide segment of the '80%'. Working people in labor and management all understand the 'grievance' concept, and identify with the process. Since they understand the process they can 'own' it. And bringing the term to wide public usage should be a manageable task for even a divided camp.
