This isn't true, though, is it? No state is so small as to only have 50 enemies. A "death squad" which only kills 50 people over a time frame of a year is clearly just occasionally lashing out at targets of opportunity. One which kills 5,000 people in a year is having a fair crack at eradicating opposition. Only the second really deserves the title of a "death squad".
