I Don't Get It

The U.S. government seems to make a distinction between sending in troops to help an existing government and sending in troops to invade another country.

I don't know much about the Afghan republic, but they seem to a been quite progressive relative to what existed before or after. Wouldn't the United States be concerned if a fundamentalist regime cropped up on its borders with Canada or Mexico?
