This is called "Plausible Deniability"; it was used by Admiral John Poindexter to wall off Ronald Reagan from responsibility for his own policies in the 1980s.

It was a contemptible lie when Poindexter used it in the 1980s. It's still a contemptible lie. I'm ashamed for you.
