One thing I remember vaguely hearing yrs. ago was that LBJ refusing the advice of his CEA to raise taxes to pay for the war excvept through the subterfuge of the surcharges on your long distance phone bill. Felt it would heighten the growing unpopularity of the war. (In '67, a fundraiser LBJ attended in Century City in L.A. had the LAPD beating mothers with their baby strollers.) Ma Bell paid for for My Lai. Any truth to that?

I'd imagine that this book by Diane Kunz, "Guns and Butter, " deals exhaustively with it. http://www.google.com/search?q=Diane+Kunz+Guns+and+Butter+&btnG=Google+Searc h
