Britain makes 42

Britain, despite all the gestures of solidarity with the USA, has just become the 42nd state to sign the Rome Treaty to set up an International Criminal Court, which the USA opposes.

Supporters predict that the total will reach the 60 threshold by 2002, needed to set up the court.

This illustrates the complex processes whereby the WTC bombings have accelerated the emergence of global governance.
