To this I would say, Bingo. I remember a good deal of grousing by U.S. commanders in recent U.S./NATO efforts that the command structure was impossible to work with, that they couldn't do their jobs if everything had to be checked and double-checked with NATO people in the field. There was a great deal of frustration. One can imagine them sitting down with Rumsfeld during planning for the Afghanistan incursion and saying, "Look, we can do this for you, but not if..."
