I agree with Carrol. International law should be based upon the legal equality of sovereign nations for it to be universal. That is why the Security Council vitiates the moral legitimacy that the United Nations might gain were its most consequential decisions -- use of force & economic sanctions -- made by the General Assembly. -- Yoshie
