Re the CUF (considerable use of force) factor:  Doug takes it as a given 
that CUF will have to be used at some point, and as always CUF means CCD 
(considerable collateral damage).  I think the longer we go the 
legal-investigation route and endeavor to win the hearts and minds of those 
sympathetic to OBL, the less likely we will have to apply CUF to break up 
the OBL ring or render it ineffective.
