George Monbiot, "Backyard terrorism", The Guardian, Oct. 30:
"If any government sponsors the outlaws and killers of innocents," George Bush announced on the day he began bombing Afghanistan, "they have become outlaws and murderers themselves. And they will take that lonely path at their own peril." I'm glad he said "any government", as there's one which, though it has yet to be identified as a sponsor of terrorism, requires his urgent attention.
For the past 55 years it has been running a terrorist training camp, whose victims massively outnumber the people killed by the attack on New York, the embassy bombings and the other atrocities laid, rightly or wrongly, at al-Qaida's door. The camp is called the Western Hemisphere Institute for Security Cooperation, or Whisc. It is based in Fort Benning, Georgia, and it is funded by Mr Bush's government.
Until January this year, Whisc was called the "School of the Americas", or SOA. Since 1946, SOA has trained more than 60,000 Latin American soldiers and policemen. Among its graduates are many of the continent's most notorious torturers, mass murderers, dictators and state terrorists. As hundreds of pages of documentation compiled by the pressure group SOA Watch show, Latin America has been ripped apart by its alumni. (...)
I can add that many graduates of U.S. counterinsurgency training camps in Panama later came home (i.e. Turkey, where I live) to perform their dark arts on stripped, blindfolded, teenage "terrorists". Many of these poor kids, when they "survived" (when they could walk again), really did become armed marxist militants. The same procedures when performed on Kurds would prove even more effective, since not only the victim him/herself but - owing to strong feudal ties - his/her whole clan would become "terrorists" overnight. The payback? Martial law, of course, under the cover of which a multibillion dollar drug trade began that kept Turkey's current account balance in the black all through the long and very expensive "war against tke PKK".

Don't forget Centrasbat, which is a sort of mini-NATO for central asian Oil dictators and U.S. energy conglomerates, the bill for which is payed by U.S. taxpayers (and possibly one day by U.S. troops, with their lives).

This is nothing new. Even cases like the Berlin "La Belle" disco bombing, the Lockerbie massacre, and the U.S. Embassy bombings in Africa are open to debate although they have been "laid to rest" in court. We know for a fact that Libya had nothing to do with the disco bombing despite the German court's ruling to the contrary. One of the defendants, employed by Libya, was proven by Stasi records to be a CIA agent, and other key suspects, although they were known professional terrorists closely monitored by western intelligence, were never arraigned. This game is re-staged with every major transnational terrorist attack. Such attacks cannot be performed without the services of professionals, who are under constant surveillance and control. Most major terrorist acts are nothing more or less than covert operations, often with the aim of influencing public opinion, and through it, government policy. The Berlin disco bombing served the purpose of demonizing Libya. The Lockerbie bombing was initially Iran's retaliation for the downing of an Iranian airliner by a US missile, but the Iran-Contra team used the bombing to eliminate a group of DIA whistle-blowers that were on the plane. The libyan angle was thrown in as an afterthought.
