No, the WTC attack was a criminal action. Wars are waged by uniformed representatives of a government, not stateless individuals in mufti. One way that we have advanced OBL's agenda is by responding to criminality with warlike conduct, which has added the deaths of the innocent in Afghanistan to the earlier deaths of American victims and squandered whatever moral edge we might have had in the immediate aftermath of the WTC attack.
