popular, secret intelligence cooperation allows it to "help us in ways that

I notice this kind of stuff almost daily. Front page news of stuff that
should be secret. Obviously put out there by the guv. Dropping hints of an
alternative agenda. Even though it's fun to think of these guys as dumber
than dirt.
