I read it in the figure of the boss, or secret master, I'd say. The authority is charismatic because it's based on some kind of mystical charm, a tacit, libidinally charged--whether positively or negatively, to put it crudely--understanding. So the answer is organization as a kind of structure, to break up and order the cathexis that goes into the charm, or spell, around the single figure. It seems like to say "let's just coordinate this in an egalitarian fashion" ignores a lot of other delicate and oppressive power dynamics, which get subsumed in the authoritarianism.
