It's called New York. But it's only open to those with college
degrees. If you don't have a B.A., U.S. immigration policies are
ferociously restricting. If you do have a B.A., U.S. immigration
polices are remarkably open as long as you are willing to enserf
yourself to somebody who can get you an H-1B visa...
