-Paulo Maluf is a conservative politician who make it career -in the dictatorship years. In those times, the mayors of -state capitals and states itself were elected by the local -chambers (in practice they were usually nominated by the -president). So he became São Paulo mayor amd São Paulo -governor (São Paulo is our richest state, whose capital is -the city of São Paulo). Althought he was largely known as -a corrupt politician, there were no proofs against him. -By 1985 he was the official candidate to Presidency, in a -indirect election, but then the dictatorship was losing its -of official party representative. Despite this, he still -kept strong electoral force and was able to reach in second -place in two elections for governor (1986 and 1990) and -one for mayor (1988), however, it was always defeated by -a small margin due to the the also strong anti-Maluf -feelings. This seemed to change by 1992, when he was able -to defeat the Worker´s Party in the elections for São Paulo -mayor, and, with a populist policy of high public spending, -was able to elect its successor, but the farse couldn´t -last forever, since those policies bankrupted the city, -while renewed corruption charges started again. As a "son" -of dictatorship, as another populist politicial called him, -he seems to have underestimated the risks of free press and -more independent justice. He suffered more two defeats in -elections (for governor in 1998 and for mayor in 2002) and -now it seems the endpoint for its carerr is near, since -the proofs are more consistent than before.
