Yes, Americans were absolutely elated at the civilian casualties incurred during the war in Iraq... the equivalence you suggest is a figment of your imagination.

(For a well-written expose on one of the worst travesties carried out by the US military in Iraq, I suggest Hersh's essay in the New Yorker which I believe was published in the spring of 2000.)
