Certainly not the one trying to kill a fly with a big hammer. But targeted assasination of terrorist leaders, strategists, and major supporters, such as it is done by the Israelis, will reduce the supply of skilled terrorists and keep the rest of them constantly on the run instead of planning and organizing new actions. This would certainly reduce their ability and resources to wreak a "major havoc." And that type of military action requires only effective intelligence/information system and skilled commnado squads.
