UN Resolution 1333

This resolution as part of the sanctions against Afghanstan demands that the Taliban hand over bin Laden to "appropriate authorities" in countries in which there were earlier attacks blamed on bin Laden e.g. Kenya, or authorities who would transfer him to such countries, or to authorities in any other country in which he could be brought to trial and punished. So independently of any responsibility for the recent terrorist attacks it would seem the US would have the authority to demand that bin Laden be handed over to them. I don't recall any reference at all to this resolution as justifying US demands for bin Laden. It is understandable that the Taliban ignore it, but why should the US. Does the US not want to look as if it is acting on behalf of the UN or what?
