One of Harding's slogans called for a "Return to Normalcy"--he coined the word. From Harding's Inaugural Address, 3/4/21:

The business world reflects the disturbance of war's reaction. Herein flows the lifeblood of material existence. It's not in the context of eugenics, of course, but here it shares the same species of rational/political decoy, invoking the "efficient administration of our proven system."
