new medal clarification

that's a brand spanking new medal called the "medal for the defense of
freedom," intended to be the civilian version of the purple heart. my
understanding is that they are to be awarded to civilians who died in the
attack on the pentagon (i.e., who worked for the DOD), but not to those who
died in the WTC attack.
