agreed, but:

a.) *every* minor group, especially if it sticks together, weilds the
same "power," and

b.) what about local elections?  why focus just on national and 
statewide elections?  greens around the world have built up a 
candidate cadre by contesting local elections and serving in 
government, gaining experience and moving up in electoral ranks...
