Although I agree with everything else you say, Carrol, this is not true. The 
three big moral theories that have currency in philosophy and political 
circles are nontheological: utilitarianism, Kantianism, and natural rights. 
And they don't face regress problem, except maybe for simple-minded natural 
rights views.
