It is probably true in the sense that, given enough metaphorization and logic-chopping, almost any culture will evidence behaviors that can be designated as "recognition of property rights". I have observed truly ambitious theorists of liberalism extend the notion to dogs and cats, who after all hang on to bones and caught mice and have territorial customs. One can then work that forward to show that capitalism is founded on a sort of Divine Right. I don't know why anyone not of the Faith should take that sort of thing seriously, though.
