"Independent unions" -- independent of what, though?  What the 
AFL-CIO leadership wants in unions of other nations is unions 
independent of their own governments but dependent upon the US 
government directly or indirectly.  The AFL-CIO's Solidarity Center 
is still jointly funded by the U.S. Agency for International 
Development and the National Endowment for Democracy.  When will 
AFL-CIO become independent?
