Probably not, but many left critics rightly have made that argument in the past, although the Histradrut has the more interesting history of a state that at points was not independent of its unions, especially in the days when the Histradrut owned most industry in the country. As the article points out, the union aspect of Histradrut has largely separated itself from the state functions it once assumed.
