Reported instances of bribery and corruption increased dramatically last year on campuses throughout Russia, according to law-enforcement officials. ------------------- This could actually be viewed as a decrease in corruption, since these things -- which happen all the time, it's how the system has functioned for the past ten years -- are getting reported more frequently.
Probably tied into the increases in salaries for teachers.
