CB: This is not what one would call an imperialist relationship. Socialism
made quite an advance over the old prison house of nations

Soviet economic policy was largely driven by political reasons. The outlying
Republics were heavily subsidized to keep nationalist separatism down -- as
well as out of a desire to industrialize those countries -- and the Warsaw
Pact countries even more so. A friend visited Tallinn from Moscow in the
early 70s with his parents and says he couldn't believe how well people
lived there.
