Here's something to consider. If you take the other extreme-right candidate's votes(Bruno Megret) which counted 2.4 percent and add those to Le Pens 17.3, you get a greater score than Chirac's 19.5 percent.

No doubt though that the Socialist voters will vote Chirac. If those who voted for the trotskyists abstain (as I imagine they will) you could get an almost american abstention rate of 40 percent.
