Russia fortunately does not have slums. My CEO, who is Indian, once tried to explain the concept to the Russian staff and they had problems grasping it.
Also, it is illegal to evict people from apartments under Russian law, even if they don't pay their bills. Every apartmwent bloc usually has one or two families who are known for just not bothering to pay -- the government can neither evict them nor cut off their heating, water and so forth, because each apartment block has a single line. You cut power to one apartment, you cut power to all of them.
