- Factory Outlet Center declared illegal

Berlin. The Factory Outlet Center Zweibruecken is illegal, the superior administrative court in Berlin ruled in a suit brought by the cities of Homburg and Neunkirchen. The federal judges hold the view that a factory outlet center of this kind must be based on a plan that has the approval of neighboring communities. In the case of Zweibruecken, a plan existed but was not submitted, a spokeswoman for the court explained. The city communities of Homburg and Neunkirchen had brought suit because they fear dwindling sales in their own communities. The factory outlet center offers for sale brand name articles with rebates between 30 and 70%.
