Totally. It's the paradox of a bunch of guys in charge who hate the idea of a man-made world. So all they can do is let the world descend into entropy and war along the way with all who block the chosen path (back) to prelapsarian bliss. There is no policy b/c there can be no policy, only a vision of the end times that conveniently lines up with their medium-term financial interests. It wouldn't be brilliant if it weren't so frightening. It's just frightening.
