This figure may be correct for A-Q attack on 9/11 in the US. But if you could consider the wider picture. Casualties in Kashmir in last ten years range between 35,000 and 70,000 dead. These are estimates, of course. Dead people include civilians, terrorists, indian security forces. About 60-70 % of terrorists killed are non Kashmiris. They are armed with sophisticated weapons, night vision equipment etc.
