I am not sure what Carrol Cox means by terms "third world", "democracy", "openness" and "opposed by the US" etc. But there is a considerable history of disagreements, conflicts between the US and India during the Cold War years. Cox could refer Denis Kux, Estranged Democracies (Sage) for a history of Indo-US relations.
