The term "sexual citizenship" can cover many questions.

E.g., Who has the right to legally and socially recognized marriages? Who has the right to inherit property? Who has the right to adopt a child? Who has the right to custody? Who has the right to claim public assistance? Who has the right to travel? Do citizens have the right to buy and sell sexual products and services in the form of pornography, prostitution, etc.? Do citizens have the right to buy and sell reproductive products and services (eggs, sperms, surrogate motherhood, infertility treatment, sex-selective abortion, etc.)? In universal and private health insurance coverages, are women's and men's interests recognized equally? Which products and services are covered by health insurances -- abortion, contraception, infertility treatment, Viagra, or none or all of the above? What should be the age of consent? Is the age of consent the same for "heterosexuals" and others? Does the right to transmit citizenship to children belong equally to all parents, regardless of their sex, gender, sexual identity, etc., be they self-declared, ascribed by others, etc.? Does criminal justice function equally, or does it operate differently, depending on the sex, gender, sexual identity, etc. of victims, suspects, etc.? Is "equal treatment" enough to achieve justice in civil and criminal justice systems? Does the state adopt policies that are pro-natalist or anti-natalist? Do pro-natalist and anti-natalist state policies produce outcomes expected of respetive policy-makers? Etc.
