A number of tried it. Some are still doing it. But in general they got their lives pretty fucked up. There are all sorts of ways to make life miserable for you. There's a small legit (i.e., legal) anarchist station in Champaigne/Urbana -- but it can't be heard even 50 miles away.
You can't start with a given tactic, because any tactic you dream up will, on examination, presuppose many of the goals the tactic is designed to achieve. That is, you have to have a fairly substantial movement first -- then you can have the radio to help that movement grow.
No short cuts to the building of mass movements for reforms (and at best they depend on a number of unpredictable contingencies). And there is no difference between building a mass movement for reform and building a revolution. Which one you end up with depends on external circumstances beyond one's control.
