Do Admirals Change Their Spots?

In a NY times article related to the Total Information Awareness program, reporter John Markoff consistently refers to Admiral Poindexter as "Dr. Poindexter." Nowhere does he say "Admiral."

Doesn't protocol say that "Admiral" trumps "Doctor?" If an admiral also holds a doctorate, wouldn't protocol require the honorific title of Admiral over Doctor when referring to him/her in public?

It's funny because it reports a totally non-responsive reply of the Pentagon to EPIC's Freedom of Information Act request for possible safeguards to protect privacy against the threats of Adm. Poindexter's agency.

I'm bemused by Markoff's use of titles. He has been pretty good reporting the crypto wars a decade ago, so I wonder about his change in honorifics.
